The R.O.W.E Chapter of the Nevada Fire Safe Council is located in Elko County ten miles east of Elko. The Chapter encompasses the communities of Ryndon, Osino, White Rock and Elburz. The R.O.W.E. Chapter was officially recognized as the 38^th Chapter on November 5, 2005.

In 2007 the R.O.W.E. Chapter completed installation of 3 Dry Hydrants, one each in the communities of Ryndon, Osino, and Elburz. In the spring of 2008 the R.O.W.E. Chapter will be working with the Nevada Department of Transportation on a hazardous fuels reduction program along the highway right of way, bordering their communities.
